Jigglypuff

Cute little pink ball. Sweet singing voice. Absolutely furious when things don't go according to plan. Jigglypuff's personality is the entire package, and that's why it can cause trouble in a bracket filled with supposedly tougher Pokémon. Against Pikachu, you've got two instantly recognizable characters competing on charm. Against Snorlax, sleepy Pokémon collide for completely different reasons. Then throw Jigglypuff against something intimidating like Mewtwo and the vote becomes wonderfully ridiculous. Nobody needs a stat sheet to make that choice. If personality, nostalgia, and the ability to make you smile count toward greatness, Jigglypuff has a real argument.
