That is the evil genius of this moment. There is no cheap fake-out and nowhere for the tension to hide. David Lynch stretches a simple walk into something that feels cosmically wrong, then gives you exactly what was promised. The figure barely has to do anything. It simply exists, and that is enough.

Against the Lawnmower Tape, this is dread versus impact. Against the Hospital Hallway, it is surreal terror versus mechanical precision. Plenty of jump scares surprise you. The Diner Figure makes you afraid even after the surprise is gone.
